<p>Preheat oven to 180 degrees C.  Prepare a well greased 2 litre casserole.  Cook macaroni in boiling water (salted) until tender. Drain.</p>
<p>Meanwhile, saute onion and green pepper in butter until tender.  Add browned beef and brown.  Blend in tomato juice or stewed tomatoes, flour and spices.  Cook, stirring constantly until thick and smooth.  Add cooked macaroni and corn.  Pour into prepared casserole.  Top with cheese.  Bake in preheated oven for 1 hour.</p>
